Fukushima radioactive water 'leak'

A fresh suspected leak of radioactive water has been detected at Japan's tsunami-hit Fukushima nuclear plant, its operator says.

The contaminated water may have leaked into the ground from one of the plant's storage tanks, Tokyo Electric Power (Tepco) said.

The nuclear plant has suffered two power failures in the past month.

Separately, the International Atomic Energy Agency said it would visit the plant to conduct a review.

If confirmed, the leak at the underground storage pool would be the third leak discovered at the plant since Saturday.

The underground tanks store radioactive water that have been used in the plant's cooling systems.

'Tremendous worry'

The suspected leak was detected at the plant's number one pool, the destination for contaminated water from the number two pool, which was also leaking. The transfer has now been stopped.

"We understand that we have caused tremendous worry to the people of Fukushima and the wider public and we apologise for that," Tepco spokesman Masayuki Ono told reporters.

Tepco said that while water may have leaked into the ground, it did not believe the water had reached the sea.

It was "currently investigating the cause and countermeasures", said the company in a statement.

Meanwhile, the IAEA said it would send a team of experts to the site of the Fukushima Daiichi power plant from 15 to 22 April to review the government's decommissioning plans for the plant.

The visit had been requested by the Japanese government, the IAEA added.

In the past month, Fukushima nuclear plant has experienced two power outages that shut down some of its cooling systems for spent fuel ponds.

On 11 March 2011, an earthquake and tsunami crippled the plant. Waves knocked out cooling systems for the reactors, leading to meltdowns at three of them.

Engineers have since stabilised the plant but years of work lie ahead to fully contain the disaster and tackle its effects.

EU fines Microsoft $733 million for breaking browser pact

AMSTERDAM (AP) - The European Union has fined Microsoft ?561 million ($733 million) for breaking a pledge to offer personal computer users a choice of Internet browsers when they install the company's flagship Windows operating system.

The penalty imposed by the EU's executive arm, the Commission, is a first for Brussels: no company has ever failed to keep its end of a bargain with EU authorities before.

In 2009, Microsoft Corp. struck a broad settlement with the Commission to resolve disputes over the company's abuse of the dominance of Windows, which had spanned more than a decade.

Back then, the company agreed to pay ?860 million and promised to give Windows users the option of choosing another browser rather than having Microsoft's Internet Explorer automatically installed on their machines.

But Microsoft failed to stick to the deal for some 15 million installations of Windows 7 software in Europe from May 2011 until July 2012. The company admitted the failure last year, adding that it was a mistake.

The Commission's top competition regulator, Joaquin Almunia, said at a press conference in Brussels, Belgium, Wednesday that the fine reflected the size of the violation and the length of time it went on for. It was also intended to make an example of Microsoft and deter other companies from doing same thing. In theory, the commission could have fined Microsoft up to 10 percent of its global annual sales during the period the violation took place.

"A failure to comply is a very serious infringement that must be sanctioned accordingly," Almunia said.

Keith Hylton, a professor of law and antitrust specialist at Boston Universtiry said the fine was "far in excess of any benefit Microsoft could have gotten from the error, and vastly in excess of any harm to EU consumers, who are all aware of alternatives to Internet Explorer."

In all, Microsoft has now paid ?2.2 billion in fines to the Commission since 1998, when regulators opened their first investigations into the company.

Anthony Sabino, an antitrust lawyer and professor at St. John's University, said the Commission was right to fine Microsoft, but the size of the penalty seemed "disproportionate...perhaps even petty, given that Microsoft has paid its fines and yielded to all the demands of the EU."

"They have been slow to acknowledge that, while powerful, Microsoft is not invincible," he said.

Sabino added that Microsoft may be paying the price in part for its aggressiveness in the past in testing the limits of what regulators will tolerate.

Given the length of time the latest violation went on, and the number of users affected, "it does strain credibility" that Microsoft wouldn't have known it had failed to keep its part of the agreement, Sabino added.

For its part, Microsoft was apologetic.

"We take full responsibility for the technical error that caused this problem and have apologized for it," the company said in a statement. "We provided the Commission with a complete and candid assessment of the situation, and we have taken steps ... to help avoid this mistake - or anything similar - in the future."

Microsoft's Internet Explorer still has a 56 percent market share for Internet browsers on personal computers, according to statistics by Net Applications. Mozilla's Firefox has 20 percent while Google's Chrome has a 17 percent share. Microsoft is required to continue to offer consumers a choice of browsers through 2014.

But the wider competitive landscape has changed greatly since the Commission started its action against Microsoft. Software applications on mobile phones usually bypass browsers entirely. Tech companies are now often less concerned with Internet browsers and more concerned about Google Inc.'s dominance in Internet search technology, Facebook's dominance in social networking, and Apple's dominance on mobile devices.

"For technology companies, often the best policeman is technological progress itself," Sabino said.

Rather than imposing unilateral fines, Almunia has advocated negotiated settlements since he took over as commissioner in 2010. He believes that competition issues are best resolved quickly and that slapping big fines on companies years after the fact does little to help consumers.

But he said the whole point of a settlement is undermined when companies then don't abide by its terms.

"They must do what they committed to do, or face the consequences," he said.

Almunia conceded that the Commission had been "naive" in appointing Microsoft itself to oversee compliance with the agreement, and said the Commission won't allow that in the future.

If the Ravens want to make Joe Flacco the highest paid quarterback in the NFL, and if Flacco is satisfied to barely clear the bar set last year by Saints quarterback Drew Brees, there?s a quick and easy way to get this contract done.

Using Brees? 2012 contract as the starting point, Flacco would get a $40 million signing bonus, a fully-guaranteed base salary of $5 million in 2013, and base salaries of $10 million in 2014, $13 million in 2015, $15 million in 2016, and $18 million in 2017.

Under the rules of signing-bonus proration, $8 million would be applied to each year?s salary cap.? That would result in a cap number of $13 million in 2013, $18 million in 2014, $21 million in 2015, $23 million in 2016, and $26 million in 2017.

It equates to a five-year payout of $101 million ? $1 million better than Brees and, for now, making Flacco the highest-paid quarterback in the NFL.

The two sides would have to decide whether and to what extent the money due beyond 2013 would be guaranteed, for injury only or fully.? Last year, Brees received $40 million in the first year, with $20 million guaranteed for injury only in future years.? (The injury guarantees eventually convert to full guarantees.)

The cap number in the final year would be a potential problem for the Ravens, since Flacco presumably would have one more long-term contract left before retirement.? Specifically, the $26 million cap number in 2017 would translate to a franchise tag of $31.2 million in 2018.? Thus, it would make more sense for the Ravens to tack on a sixth year at a base salary of, say, $21 million.

This would keep the average north of $20 million per year and it would give the Ravens a more manageable franchise number of $25.2 million for 2019.

Is it really that simple?? Yes, it is.? Which means that it likely won?t happen this way.

Even though it could be worked out in a matter of hours.? Or, if both sides are truly motivated, a matter of minutes.

'Blade Runner' Oscar Pistorius charged with murder

The athlete who rose to fame in London last summer as the first amputee runner in the Olympics has reportedly been arrested by South African police after his girlfriend was shot and killed in his home. NBC's Rohit Kachroo reports and NBC sports analyst Ato Boldon talks about the case, calling it an "absolute shock."

Olympic and Paralympic star Oscar Pistorius?was charged with murder Thursday after his girlfriend was shot dead at his South African home.

South African Police spokeswoman Denise Beukes said that Pistorius, 26, and the victim were the only people present when the shooting took place.?The woman had been shot at least twice, police said.

Pistorius will appear for a court hearing on Friday at 9am local time, the South African prosecutor?s office confirmed.

Numerous media outlets reported that the sprinter -- who is nicknamed "Blade Runner" because he races wearing carbon fiber prosthetic blades --?may have mistaken the woman for an intruder.?

Beukes would not confirm the victim's identity, but said investigators were "very surprised" to hear media reports that the shooting was possibly a case of mistaken identity.?

A publicist for Reeva Steenkamp, a model whom Pistorius was dating, confirmed to NBC's TODAY that her client was dead. She described the incident as a "huge loss for everyone and too shocking for words."

Beukes said there were no signs of forced entry to the home and said that police would oppose any application Pistorius might make to be released on bail.?

Beukes said there had been reports about previous problems at Pistorius' home that were "allegations of a domestic nature." When a reporter asked if she meant domestic violence, she nodded and said yes.

"There are witnesses and we have interviewed them," she added. "We're talking about neighbors and people who heard things earlier in the evening and when the shooting took place."

The Associated Press reported that a 9mm handgun had been found at his home in the?luxurious Silver Woods gated community.

Sarit Tomlinson, who is?Steenkamp's publicist, told Britains' Sky News that the the pair had been together for a couple months.

"She was a rising star ... a very bright young girl," Tomlinson said. She noted that "no one knows what happened" but said "we are in communication with the people on the scene."

The Silver Woods Country Estate released a statement on its website early Thursday: "We are deeply?saddened?by the tragic cir?cum?stances that occurred today at Sil?ver Woods. Our?sincere?con?do?lences, thoughts and prayers go out to Reeva Steenkamp?s fam?ily and friends."

Steenkamp, a 30-year-old law school graduate, gushed about Valentine's Day on Twitter Wednesday, posting "What do you have up your sleeve for your love tomorrow???" and "It should be a day of love for everyone."

Pistorius was born?without a fibula in both legs and battled for years to be allowed to compete against able-bodied athletes.?

'National hero'
He was the first double amputee to run in the Olympics. He qualified for the 400-meter semi-finals and 4 x 400-meter final at the London 2012 Summer Games.?

His website highlighted that Pistorius ran in 11 races?during the London 2012 Olympics and Paralymics and returned home with "two Paralympic gold medals, Paralympic silver, two world records, a Paralympic record, an Olympic individual semi-final and an Olympic final."

Pistorius, a double amputee born without fibulas in his legs, has trained hard to participate in the Olympics despite having to wear prosthetic legs. NBC's Mary Carillo reports.

He earned headlines after qualifying for the 2011 world championships in Daegu, South Korea, and is widely considered the world's most famous disabled athelete.

Speaking to Sky News, South African journalist Kribani Pillay described Pistorius as a "national hero and national icon."

Violent crime is major issue in South Africa, and many homeowners own guns.

In a January 2012?New York Times?article,?Pistorius described his reaction to a security alarm going off in his home:

He mentioned that a security alarm in the house had gone off the previous night, and he had grabbed his gun and tiptoed downstairs. (It turned out to be nothing.)

I asked what kind of gun he owned ...??He fetched his 9-millimeter handgun and two boxes of ammunition. We got back in the car and drove to a nearby firing range, where he instructed me on proper technique. Pistorius was a good coach. ... I asked him how often he came to the range. ?Just sometimes when I can?t sleep,? he said.

The U.S. State Department Bureau of Diplomatic Security warns of the danger of Pretoria and other South African cities: "On a rating scale of low, medium, high, and critical, Pretoria, Johannesburg, Durban, and Cape Town are rated 'critical' for crime."

Citing South African Police Service 2011 crime statistics, the agency pointed out home invasion as a particularly violent crime that occurs "at an alarmingly high rate."

In Gauteng Province, which includes Pretoria and Johannesburg, there were 7,039 home invasions reported in 2011, according South African police statistics.

Artist Melinda Bam of Pretoria, who was Miss South Africa 2011, expressed her sadness on Twitter and mentioned "how unsafe most South Africans feel because of crime."

South Africa's Sports Confederation and Olympic Committee declined to discuss the shooting.?

"SASCOC ... knows no more than what is in the public domain, which is there has been an alleged fatal shooting on the basis of a mistaken identity and an apparent assumption of a burglary," it said. "The organization is in no position to comment on the incident other than to say our deepest sympathy and condolences have been expressed to the families of all concerned."?

Oscar Pistorius may soon make history as the first double amputee to compete in the Olympics. The South African sprinter's emergence as one of the world's fastest runners has generated controversy over whether his carbon fiber prosthetic legs give him an unfair advantage, something he vehemently denies.
